COST ESTIMATING ENGINEER

JOB DESCRIPTION
KEY ROLES & RESPONSIBILITIES:
Set up cost estimating data base for pipeline asset management activities including oil spill response and remediation activities.
Provide cost estimates for pipeline operations, maintenance and availability activities. Scope covers estimates for tender purposes, contract execution and estimation of LEE and VOWD
Provide quantity surveillance input for contracts, including description of contract schedule of rates and proposed milestone payment
Maintain cost benchmark and subject all activities to benchmark.

ACCOUNTABILITY:
Provide cost estimating and quantity surveillance services to the Pipeline Systems team
Maintain up to dat cost data base and benchmark

Pipeline Operation, Maintenance and Availability
Contracting department
Finance and business analyst

KPI’s:
Contribution to UOC of US 0.3/boe by 2005, clean up cost (target vs actual)
Perform relevant activities in order to provide professional Cost Estimating Support to all areas. Contribute actively to improvement proposals, throughout project identification/development and execution phases and maintain an appropriate system of business controls.
Provide Cost Estimating Service to all business areas, including capital investments/ change proposals, through all phases of the project life cycle according to agreed procedures and standards.
Ensure that appropriate cost estimating tools/methodologies are available to provide accurate cost and resource estimates for all components in the project Work Breakdown Structure.
Develop, implement and maintain fit for purpose cost estimating norms/models covering high level screening estimates through to detailed cost estimates for matured project proposals applying allowances and contingencies as appropriate.
Maintain a Cost Engineering Database, with necessary documentation to allow quality benchmarking of the estimates and assess performance shortfalls, competitiveness of norms, allowances and contingencies.
Ensure that necessary cost estimating standards, procedures and work instructions are fully updated and appropriate business controls are in place and maintained.
Considerable interaction and communication with Global Cost community, Norwegian Operators and contractors on cost estimating, requiring good communication skills and accurate and timely information flow.
Ensure that necessary cost engineering standards, procedures and work instructions are established and maintained and applied.
Provide expert advice and estimating support for evaluation of potential project developments outside the Project Engineering organisation, as required.
Create trust and credibility in our relations by providing professional, timely and reliable services and being perceived as cost effective.
Develop and maintain an appropriate system of Business Controls and ensure they are operating satisfactory.
Contribute to a healthy and safe work environment through knowledge and awareness of and adherence to the company’s HSE policy

JOB REQUIREMENTS
10-15 years cost Estimating in Oil and gas industry which 8 in pipeline related functions
Qualified quantity surveyor.
